Abstract
This Law primarily delineates the legal and organizational framework governing healthcare and public health relations, emphasizing the protection and promotion of public health through legislative measures. It establishes principles such as ensuring access to affordable healthcare, prioritizing preventive measures, and developing primary healthcare. The overarching policy aims include creating conditions for health preservation, ensuring access to medicines, and safeguarding citizens' rights to healthcare. Key measures outlined include the organization of health activities by state authorities, the establishment of a unified public health system, and the regulation of medical and pharmaceutical activities through licensing and accreditation. The document details the structure of health organizations, the financing mechanisms involving national and local budgets, and the implementation of public social orders to involve non-governmental entities in healthcare delivery. It specifies procedures for medical assistance, including types of care, patient rights and duties, consent requirements, and confidentiality protocols. Additionally, it emphasizes international cooperation, the role of voluntary associations, and the development of clinical protocols and medical standards. Implementation responsibilities are assigned to various government bodies, including the Council of Ministers, the Ministry of Health, and local authorities, with mechanisms for monitoring, accreditation, and dispute resolution. The document also addresses the use of health information systems, telemedicine, and the regulation of medical products and biomedical cell products. It incorporates procedural considerations such as licensing, accreditation, and medical examinations, alongside secondary themes like enforcement, stakeholder participation, and timelines for training and retraining medical personnel, thereby establishing a comprehensive legal and organizational structure for healthcare regulation. When providing medical care in inpatient settings in state health care institutions to a minor under three years of age, one of the parents or the person actually caring for the minor is provided with conditions for additional care and nutrition at the expense of the national and (or) local budgets. Measures to protect public health include informing the population about factors that have a negative impact on human health, poor nutrition, as well as information about the sanitary and epidemiological situation, the state of the human environment, balanced and rational nutrition.
