Law No. 300-Z “On appeals from citizens and legal entities”.

The effect of this Law shall extend to appeals from citizens and legal entities, including those received from legal entities entrusted with the functions of editorial boards of mass media, with the exception of appeals subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, commercial procedural, criminal procedural legislation, legislation determining the procedure for administrative proceedings, legislation on administrative procedures, appeals from an employee to an employer, as well as other appeals in relation to which legislative acts establish a different procedure for their submission and consideration. The Law aims to enhance transparency, accountability, and responsiveness of public authorities, thereby protecting the rights and legal interests of individuals and entities. Citizens of the Republic of Belarus have the right to contact organizations by submitting written, electronic or oral requests, as well as to individual entrepreneurs by entering comments and (or) suggestions in the book of comments and suggestions. Legal entities of the Republic of Belarus, individual entrepreneurs have the right to contact organizations by submitting written (except for comments and (or) suggestions entered in the book of comments and suggestions), electronic or oral requests. It establishes rights and duties of the applicants. There is no time limit for the submission of applications and proposals by applicants. Complaints may be submitted by applicants within three years from the day when they learned or should have learned about the violation of their rights, freedoms and (or) legitimate interests. The running of periods determined in months or days begins on the day following the day of registration of the appeal in the organization, the entry of comments and (or) suggestions in the book of comments and suggestions of the organization, individual entrepreneur. The running of periods determined in months or days is calculated in months or calendar days, unless otherwise established by this Law.
