Abstract
This Law primarily focuses on the legal framework governing employment and unemployment. Its stated objectives include the establishment of a comprehensive policy for employment assistance, the definition of key terms such as employment agency, unemployment, and unemployed, and the promotion of citizens' rights to work. The broader legal context involves aligning national employment policies with social and economic conditions, ensuring that the rights of individuals seeking employment are protected under the law. The document outlines several key measures aimed at enhancing employment support. Local executive and administrative bodies are tasked with developing and implementing state programs related to employment, conducting informational activities, and managing employer decisions regarding mass layoffs. Specific provisions allow for the suspension of employer decisions on mass layoffs for up to six months if further employment opportunities are limited. Additionally, the document emphasizes the importance of providing temporary paid work to unemployed individuals and those seeking employment, as well as the need for ongoing monitoring and reporting on employment-related activities. The implementation plan includes responsibilities assigned to local authorities for overseeing employment initiatives and ensuring compliance with the law. It specifies the need for timely communication with relevant stakeholders, including labor and social protection agencies, regarding employment status and compliance with judicial employment mandates. Secondary themes include the procedural requirements for reporting and monitoring employment activities, the enforcement of labor discipline, and the involvement of various stakeholders in the employment process, ensuring a collaborative approach to addressing unemployment and labor market challenges.
