Law No. 425-З “On state innovation policy and innovation activities”.

This Law is aimed at defining the legal and organizational foundations of state innovation policy and innovation activities. The effect of this Law shall extend to relations associated with the implementation of innovative activities, with the exception of relations in the area of assessing compliance with the requirements of technical regulatory legal acts in the area of technical regulation and standardization. The goal of the state innovation policy in the is to create favorable socio-economic, organizational and legal conditions for innovative development and increasing the competitiveness of the national economy. The main objectives of the state innovation policy are: (a) ensuring the national economic and social development through the effective use of the intellectual resources of society; (b) ensuring legal regulation that stimulates innovative development of the national economy; (c) formation and comprehensive development of the national innovation system, ensuring its integration into the global innovation system, taking into account national interests; (d) creation of favorable conditions for the implementation of innovative activities, including for investing in this area; (e) stimulation of authors (co-authors) of innovation; (f) stimulating the creation and development of legal entities engaged in innovative activities, as well as stimulating the activities of individual entrepreneurs in the innovative sphere; (g) promoting the creation and development of an innovation market; (h) creation of favorable conditions for access of subjects of innovation activities to material, financial and intellectual resources necessary for the implementation of innovation activities; (i) promoting the creation and development of innovative infrastructure; (j) development of public-private partnerships in the field of innovation; (k) forecasting technological development; (l) organization of training, retraining and advanced training of personnel in the field of innovation activities; (m) development of international cooperation in the field of innovation; and (n) ensuring state interests (defense and national security) in the field of innovation.
