Abstract
The present Ministerial Decree deals with the state supervision over seed growing, plant variety testing, the state register of the producers and suppliers of seeds, and the state registration of plant varieties and wood and shrubbery species. The state supervision over seed growing has as its purpose inspection of the compliance with technical requirements regarding production, treatment, storage, trade and use of seeds (planting material) of all species growing on the national territory, registration and testing of high quality crops, and compliance with seed import and export requirements. The state plant variety testing of national and foreign origin is the conclusive stage of the selection process and results in the official acknowledgement of the selected plant breeds with the inclusion thereof into the state register. The state register of the producers and suppliers of seeds has as its purpose registration of legal and natural persons producing, supplying and trading seeds. Each legal and natural person recorded in the state register shall be issued permit for the production, supply and trade of seeds that is valid for five years. The state register of plant varieties and wood and shrubbery species has as its purpose the propagation of the most precious plant varieties and wood and shrubbery species, conservation of genetic resources, and the prevention of the propagation of low grade species. The register is a database containing data on plant varieties and wood and shrubbery species.
