Ministerial Decree No. 34 on safe transportation of hazardous substances by rail.

The present Regulation establishes the general requirements for the preparation of hazardous substances for transportation, suitability of packaging and supervision over the transportation of hazardous substances. The Regulation consists of 4 Sections composed of 27 chapters dealing with: (a) general provisions (sect. 1, chapts. 1-10); (b) transportation of hazardous substances of specific categories (sect. 2, chapts. 11-19); (c) requirements for the rolling-stock, special containers and railway tracks (sect. 3, chapts. 20-25); (d) requirements for personnel transporting hazardous substances (sect. 4, chapts. 26-27). The Regulation shall be applicable to the transportation of hazardous substances and shall be compulsory for all the transportation agencies. Hazardous substances shall be classified by degree of hazardousness and marking according to the state standards. Hazardous substances can be transported in bulk, in cistern cars and container cars only if such transportation is envisaged by transport regulations for hazardous substances of the corresponding class. Packaging must prevent leakage under normal transportation conditions. The structure of packaging must ensure stability thereof during the transportation. All the markings must be visible, legible and resistant to adverse meteorological conditions. Emergency packaging shall bear an inscription “Emergency”.
