Abstract
This Ministerial Decree establishes that authorization for special water uses shall be issued by the Ministry of Natural Resources and Environmental Protection and its territorial bodies at request of water users. The form of authorization and the types of special water uses shall be validated by the Ministry. Authorization for special water uses after coordination with: (a) state sanitary supervision – in all cases; (b) fishing inspection for management of fishing waterbodies; (c) state veterinary inspection for management of waterbodies for animal production and fish farming; (d) state industrial and nuclear energy survey for management of hydromineral resources; and (e) state body for the mitigation of the consequences of Chernobyl nuclear disaster for the management of waterbodies located in territories of radioactive pollution. Special water uses on waterbodies allotted for separate water management on lease shall be granted to legal and natural persons by prior agreement with primary water users. Legal and natural persons, for the purpose of allotment of waterbody for separate water management shall file application containing: (a) map of the location of waterbody; (b) document with authorization of the institutions concerned; (c) coordination documentation with landowners and land tenants; (d) data on legal and natural persons and terms and conditions of water management; (e) hydrological data; and (f) plan of improvement arrangements.
