Ministerial Decree No. 811 validating the Regulation on the Kotra state reserve.

This Ministerial Decree establishes that the purpose of setting up the Kotra state reserve shall be the conservation of precious landscapes and plant species. The following activities on the Kotra state reserve shall be prohibited: (a) changes to the landscape; (b) soil disturbance; (c) lighting fires; (d) discharging effluent wastewater or disposing of waste; (e) abstracting water for industrial purposes or and irrigation; (f) extracting peat; and (g) main use or intermediate felling. Creation of the Kotra state reserve shall not entail the expropriation of land from tenants. Any natural or legal person causing harm to the reserve shall be liable for damages as provided under national legislation.
