Ministerial Decree No. 864 validating the Regulation on the Oktyabrskiy state biological reserve.

This Ministerial Decree establishes that the Oktyabrskiy state biological reserve shall be established for the protection of precious forests and rare and endangered animal and plant species recorded in the Red Book. The following activities on the Oktyabrskiy state biological reserve shall be prohibited: (a) change of natural landscape; (b) waste disposal; (c) industrial harvest of plants, mushrooms and medicinal plants; (d) lighting fires; (e) spring hunting; (f) flame scaling of timber extraction areas; and (g) main use felling. Creation of the Oktyabrskiy state biological reserve shall not entail the expropriation of land from tenants.
