Abstract
National Action Plan for the development of "green" economy in the Republic of Belarus until 2020 is a multisectoral policy document is aimed at increase of the quality of life of the population based on the growth of competitiveness of the economy, attracting investment and innovative development.
The development of the green economy in the Republic of Belarus is based on the following principles: (a) compliance with the principles (goals) of sustainable development; (b) rational and efficient use of resources, sustainable consumption and production; (c) inclusion of environmental and social values in the system of economic accounting; (d) prioritizing the use of green tools and approaches in achieving goals of sustainable and socio-economic development; and (e) competitiveness and growth in key sectors of the national economy.
The development of a green economy involves addressing environmental challenges in ensuring economic security, social stability and formation of additional conditions for the resumption of sustainable economic height. There is a real need in many sectors of the economy for modernization of technological processes, introduction of innovative "green" technologies, to improve the environmental sustainability of the economy and increase employment of the population through improved working conditions, and the opportunities to do so. Taking into account social and economic conditions, prospects and expediency, international commitments in the priority areas of the development of green economy of the Republic of Belarus are as follows: (a) development of electric transport (infrastructure) and urban mobility, implementation of the concept of "smart" cities; (b) development of energy-efficient residential building construction and increase energy efficiency of the housing stock; (c) reducing the energy intensity of the gross domestic product, increasing energy efficiency, including through the introduction of energy efficient technologies and materials; (d) increase the potential for the use of renewable energy sources; (e) creation of conditions for the production of organic products; (f) sustainable consumption and production; and (g) development of ecotourism.
Introduction of organic production in agriculture, resource-saving technologies, including minimum and zero tillage, will ensure reducing the level of environmental impact, and will also contribute to development of peasant (farming) economy (increase of employment in agrarian regions).
