National Action Plan for the rational use of natural resources and environmental protection for 2006–2010.

The National Action Plan for the rational use of natural resources and environmental protection for 2006–2010 was developed with the aim of identifying effective ways to improve the environmental situation and is consistent with the main directions of social and economic development of the country.
The strategic goals of the environmental policy are: (a) creation of a favorable environment; (b) improvement of living conditions and health of the population; and (c) ensuring environmental security.
The main objectives of the National Plan are defined as follows: (a) reduction of harmful anthropogenic impact on the environment and further improvement of the environmental situation, contributing to maintain public health; (b) rational use of natural resources, their conservation, gradual phase-out of extensive use; (c) formation of an optimal network of protected natural areas territories and wetlands, conservation of biodiversity; and (d) development of applied scientific research in order to create a basis for the introduction of resource saving and low-waste technologies, modernization of production, and an increase in the share of use of secondary resources and waste.
The implementation of the National Plan is carried out on the principle of partnership and interaction of business and public organizations, local executive and administrative bodies, national government bodies, as well as a clear delineation of powers and responsibilities of all participants in the National Plan. The National Plan is managed and monitored by the Ministry of Natural Resources and Environmental Protection. This Ministry ensures the coordination of actions to implement the activities of the National Plan, the targeted and effective use of funds from the national budget, the implementation of agreements with regions on financing activities at the expense of local budgets and extra-budgetary sources, and interacts with the executors responsible for the implementation of the activities of the National Plan.
