National Program “Conservation and use of reclaimed land for 2006-2010”.

The Ministry of Agriculture and Food shall be the state customer and coordinator of the National Program “Conservation and use of reclaimed land for 2006-2010”.
The scope of the Program is to ensure growth in the productivity of reclaimed land, increase its resilience to adverse weather conditions through the implementation of a set of measures to restore and preserve reclamation systems and the effective use of their technical capabilities.
The main objective of the Program is to preserve and restore reclaimed lands to obtain competitive agricultural commodities. This will be facilitated by the implementation of operational measures, timely repair, reconstruction of worn-out reclamation systems, ensuring their reliable operation, implementation of a complex of agro-reclamation measures, improvement of reclamation agriculture and effective grassland management. The Program is aimed at the production of competitive environmentally friendly agricultural commodities, protection of soil and soil cover from degradation, and water sources from depletion and pollution, creation of favorable conditions for the life and work of the rural population.
The main measures to ensure the operability of melioration systems include conducting an inventory and maintaining state records of melioration and water management systems, as well as carrying out repair and maintenance work, including technical maintenance, routine, major and emergency repairs, agro-melioration measures and reconstruction. The agro-ameliorative measures include surface planning, soil decompaction, narrow-plowing, furrowing, profiling, mole control, deep plowing, deep moldboard-less loosening, slitting, removal of trees, shrubs, weeds, and stones from the fields, which ensures the drainage of excess water through the surface and arable soil layers, an increase in subsurface runoff and its transfer to drainage, the creation of additional reserves of productive moisture in the subsurface horizon, and improvement of the thermal regime and biological activity of soil.
