Presidential Decree No. 109 On improving the efficiency of the state veterinary service.

This Presidential Decree is aimed at improving the efficiency of the state veterinary service. The Government (Council of Ministers) is tasked with aligning existing legislation with the new decree within six months.
The revised Regulation sets out the legal framework, objectives, and structure of the state veterinary service. Its main tasks include ensuring animal health and veterinary safety, preventing and controlling infectious animal diseases (including those transmissible to humans), overseeing compliance with veterinary legislation and technical regulations, and safeguarding the country from the introduction of animal diseases. The service is centrally coordinated by the Department of Veterinary and Food Supervision under the Ministry of Agriculture and Food, which directs activities across national, regional, and local levels. The Regulation also establishes qualification requirements for personnel and defines a hierarchical system of veterinary authorities operating at the national, regional (province), and local (district and city) levels, as well as at border and transport points.
The document further details the powers, functions, and responsibilities of veterinary authorities and inspectors. These include conducting inspections and monitoring, issuing permits for import and transit of controlled goods, registering veterinary drugs and feed additives, coordinating disease prevention and response measures, and enforcing compliance through binding instructions and sanctions. Veterinary inspectors are granted authority to access necessary information, restrict or prohibit unsafe products, order the destruction of diseased animals or contaminated goods, and supervise veterinary practices. The Regulation also provides for organizational support, funding from state budgets, mandatory cooperation by relevant entities, and guarantees of independence and legal protection for inspectors in performing their duties.
