Presidential Decree No. 124 On the register of feed and feed additives producers.

This Presidential Decree establishes a state information resource called the “Register of Producers of Feed and Feed Additives.” The measure aims to ensure the supply of high-quality feed and feed additives for livestock, enhance the genetic potential and productivity of agricultural animals, and support the sustainable growth of competitive livestock production. The Decree also clarifies the scope of “feed and feed additives” by referencing the relevant national technical regulation, excluding certain basic feed types such as hay and silage.
The Decree introduces a mandatory requirement, effective from 1 January 2027, for all legal entities and individual entrepreneurs engaged in the production or commercial provision of feed and feed additives for agricultural animals to be included in the register. This obligation also applies to entities providing contract-based manufacturing services using dedicated production facilities or mobile equipment. Conducting such activities without inclusion in the register is explicitly defined as illegal and prohibited, thereby establishing the register as a key regulatory compliance mechanism.
The Ministry of Agriculture and Food is designated as the owner and administrator of the register, responsible for its creation, maintenance, and publication online. Funding for its establishment and operation is to be provided from the state budget and other lawful sources. The Council of Ministers is tasked, within three months, with defining the procedures for maintaining the register, including criteria for inclusion and exclusion and the content of registered information.
