Abstract
This Presidential Decree establishes a comprehensive framework for the development of the dairy sector through the modernization and expansion of dairy production facilities. It mandates regional executive committees to implement investment projects between 2026 and 2028 aimed at constructing and reconstructing at least 73 dairy complexes, supported by necessary infrastructure. The Decree sets detailed technical, economic, and organizational requirements for these projects, including deadlines for commissioning (by the end of 2028), herd productivity targets (minimum 7,000 kg of milk per cow annually), staffing obligations, and the use of standardized or cost-regulated project documentation.
The Decree introduces a multi-channel financing mechanism combining state budget loans, bank credits (notably through Belagroprombank), local budget resources, and other lawful funding sources. Specific allocations are defined for regions, with concessional loan conditions such as low interest rates and long repayment periods extending to 2034. It also provides for the issuance of regional bonds, state guarantees for loans, and subsidies for interest payments. Processes for selecting eligible projects, approving business plans, and ensuring repayment capacity are strictly regulated, while certain financial and budgetary constraints are relaxed to facilitate implementation.
Additionally, the Decree establishes special legal and administrative provisions to accelerate project execution, including simplified land allocation procedures and exemptions from some regulatory requirements. It sets conditions for state financial support, linking them to performance indicators such as timely commissioning and achieving project capacity, with penalties for non-compliance. The document also defines key sectoral terms, assigns responsibilities to government bodies and organizational leaders, and establishes oversight and accountability mechanisms, including potential liability for officials.
