Abstract
The State Program for the Revival and Development of Rural Areas focuses on creating conditions for the socio-economic development of rural territories and enhancing the efficiency of the agricultural sector. The Program operates within the legal framework of national legislation, emphasizing the need for a rational combination of various forms of ownership and management in the agricultural sector. Key legal principles include the optimization of state-owned agricultural enterprises and the preservation of state ownership over organizations that determine scientific and technical development.
The main goals of the Program are the revival and development of the village based on strengthening the agricultural economy, increasing the income of the rural population, the level of social, domestic and engineering development of rural settlements, preserving and improving the ecology in them and the rational use of state and other investments.
The set goals are comprehensive in nature and can be achieved provided that two priority areas are implemented simultaneously, which include: 1) sustainable socio-economic development of rural areas, contributing to the formation of necessary conditions for the life support of the population, making the rural way of life and work attractive, and achieving established social standards; and 2) formation of micro- and macroeconomic systems of management in market conditions, ensuring the development and consistent increase in the efficiency of agro-industrial production.
