Abstract
This Presidential Decree is aimed at developing the meat industry through the introduction of modern technologies and the production of competitive products. It mandates regional executive committees to oversee investment projects between 2026 and 2030 for the construction, reconstruction, and operation of cattle breeding and fattening complexes. These projects must meet specific requirements, including minimum capacity thresholds, strict timelines for construction and operationalization, productivity benchmarks, and adequate staffing and feed supply. Eligible participants include agricultural and processing organizations listed by the Council of Ministers.
The Decree establishes a financial support framework centered on long-term loans provided by the Development Bank of Belarus, with repayment periods of up to 20 years and interest rates tied to the National Bank’s refinancing rate. Loan amounts are calculated based on the number of livestock places created. Investment assets serve as collateral, and special provisions regulate the pledging of property and land-use rights. Additionally, the state provides subsidies to cover interest payments, shared between the national and regional budgets. Access to subsidies depends on compliance with project performance indicators, including construction deadlines, reaching planned production capacity, and achieving targeted output levels.
Further provisions regulate contractual relations between agricultural and processing organizations, including the use of interest-free loans under state support and mechanisms for repayment through dedicated bank accounts. The Decree also simplifies administrative procedures, such as land allocation and project documentation, and grants exemptions from certain compensatory payments related to land use and environmental impacts. Financing may also come from local budgets and other lawful sources. The document concludes by defining key terms and assigning responsibilities for implementation and oversight.
