Presidential Decree No. 375 “On the assignment of raw material zones”.

The President, in order to improve the efficiency of the processing industry organizations and the utilization of their existing production capacities, decrees to grant regional executive committees the right to form raw material zones from among agricultural organizations in the territories of the corresponding regions. Raw material zones are defined as a group of agricultural organizations, designated by a decision of the relevant regional executive committee in whose territory they are located, that sell products (milk, cattle, pigs) to a recipient—a legal entity engaged in the processing of agricultural commodities, as designated by a decision of the relevant regional executive committee. The procedure for selling products is determined by a decision of the relevant regional executive committee.
