Abstract
This Concept enshrines the totality of official views on the essence and content of the activities of the Republic of Belarus to ensure a balance of interests of the individual, society, the state and their protection from internal and external threats. Being the basis for consolidating the efforts of the individual, society and the state in order to implement national interests, this Concept is intended to ensure the unity of approaches to the formation and implementation of state policy to ensure national security, as well as the methodological basis for improving legislative acts in various areas of national security, and the development of strategic planning documents.
National interests shall be intended a set of needs of the state to implement the balanced interests of the individual, society and the state, allowing to ensure constitutional rights, freedoms, high quality of life of citizens, independence, territorial integrity, sovereignty and sustainable development of the Republic of Belarus.
Environmental security shall be intended the state of protection of the environment, life and health of citizens from threats arising as a result of anthropogenic impacts, as well as factors, processes and phenomena of natural and man-made nature. The main national interests in the environmental sphere are: (a) ensuring environmentally favorable living conditions for citizens; (b) overcoming the negative consequences of radioactive contamination of the country's territory and other emergency situations, rehabilitation of ecologically disturbed areas; (c) sustainable natural resource provision for the socio-economic development of the country; (d) rational use of natural resource potential, preservation of biological and landscape diversity, ecological balance of natural systems; and (e) promoting the maintenance of global and regional environmental equilibrium.
In the environmental sphere, internal sources of threats to national security are: (a) high concentration of ecologically hazardous substances on the national territory; (b) radioactive contamination of the environment as a result of the Chernobyl nuclear power plant accident; (c) the formation of large volumes of production and consumption waste with a low degree of its recycling and high-tech processing, increased levels of emissions and discharges of pollutants; and (d) insufficient development of legal and economic mechanisms for ensuring environmental security, systems for accounting of natural resources, monitoring of emergency situations and environmental quality.
Of great importance will be the development of a national environmental monitoring system, the formation of a market for environmental services, the introduction of environmental auditing and insurance, an effective regulatory framework for environmental security, including a system of payments for the use of natural resources and adequate compensation for damage caused to the natural environment.
