Abstract
This Presidential Decree establishes the modalities of expropriation and allotment of the plots of land specifying that the type of proprietary right to land plots shall be determined by the purposeful use thereof in accordance with the provisions of the present Presidential Decree. Land plots can be allotted to: (a) citizens on condition of provisional tenancy, lifelong hereditary possession, private ownership and lease; (b) individual entrepreneurs on lease; and (c) legal persons of Belarus on condition of permanent or provisional tenancy, private ownership or lease and to legal persons non-residents on the national territory on condition of lease. Expropriation and allotment of land plots shall be carried out by: (a) the administration of rural communities for the purpose of housing, subsidiary small-holding, gardening, haymaking and grazing; and (b) the district executive bodies for the purpose of forest management and agriculture. Provincial administration and Minsk city council shall be authorized to carry out expropriation of agricultural land, land of protected areas, forest land and transfer the aforesaid expropriated land to other categories of land in accordance with governmental and presidential decisions.
