Abstract
This Presidential Decree establishes that the Ministry of Emergency Situations is the national state governing body that regulates and manages prevention and mitigation of the consequences of natural and man-made emergency situations and civil defense, fire, industrial, nuclear and radiation safety, liquidation of the consequences of the Chernobyl disaster, creation and maintenance of state and mobilization material reserves, as well as safety of navigation of small-size vessels in the internal waterways. The Ministry of Emergency Situations shall perform the following functions: (a) state control (supervision), issuance of authorization (permits) and other special functions in the field of protection of the population and territory against natural and man-made (technological) disasters; (b) coordination of national state governing bodies, local government, executive bodies and organization in the field of protection of the population and territory against natural and man-made (technological) disasters; (c) organization of measures and arrangements in the field of mitigation of the consequences of natural and man-made (technological) disasters; and (d) ensuring the functioning of early warning and emergency intervention system.
