Presidential Decree No. 84 On improving approaches to providing state support.

This Presidential Decree defines the objectives of the creation, organization, and operation of the Presidential Special Fund for the Social Support of Gifted Pupils and Students and the Presidential Special Fund for the Support of Talented Youth, the terms and procedure for awarding, paying, and revoking incentives from the aforesaid Special Funds, the restoration of rights of individuals deprived of incentives from the funds to individuals awarded by the funds, and the provision of financial support from the funds.
Special Funds are established to finance activities aimed at creating conditions for the discovery, development, and education of gifted students, talented youth, intellectual and/or creative associations of students, creative groups, and individuals who have trained gifted students, talented youth, as well as stimulating their intellectual and creative activities.
