Abstract
This Resolution regulates relations arising between legal entities and individual entrepreneurs engaged in market management activities, their branches, representative offices, and other separate divisions located outside the locations of legal entities, individual entrepreneurs engaged in retail trade in markets at trading places in the market provided to them by the market management body, other individuals engaged in the sale of goods in markets, as well as buyers. It shall be applicable to the activities of market management bodies, located on the territory of the Republic of Belarus, and sellers. Depending on the range of goods sold, the market can be: (a) food - a market where foodstuffs, agricultural commodities, wild growing fruits and berries are traded; (b) zoobotanical - a market where animals and other goods are traded in accordance with the requirements of Annex 1; and (c) mixed - a market where various assortments of food and non-food products and (or) agricultural commodities, wild growing fruits and berries, as well as animals are traded. Activities that are subject to licensing in accordance with the law are carried out on the market by legal entities and individual entrepreneurs in the presence of the appropriate special permit (license). The market management body is obliged to equip the market in accordance with its specialization: service premises for the placement of a veterinary and sanitary examination laboratory with utilities, necessary equipment and means of communication, and room (places) for cutting meat. Clinically healthy animals are authorized for sale on the market if they have accompanying veterinary documents confirming that the area is free of contagious animal diseases, as well as meat, dairy products, poultry, fish, honey and eggs if they have the appropriate accompanying documents issued in the manner prescribed by law. The zoobotanical market permits trade in animals and animal feed. Wild animals, plants, as well as their parts and derivatives, the extraction and trade of which on the territory of the Republic of Belarus is restricted or prohibited by the legislation of the Republic of Belarus, including those falling under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and also fishing gear, the use of which is prohibited or restricted by the national legislation.
