Abstract
This National Strategy for Sustainable Social and Economic Development of the Republic of Belarus for the period up to 2030 is a multisectoral policy document that defines the directions of stable development of three interrelated and complementary components: a person as a personality and a generator of new ideas; a competitive economy; and the quality of environment under the conditions of internal and external threats and challenges of long-term development. Environmental sustainability of the national development is achieved through measures to reduce the anthropogenic impact on the components of the natural environment, to reduce waste generation (including toxic waste) and to prevent its harmful effects on the environment and the health of citizens, maximize waste recycling, as well as the maximum use of renewable resources. In order to ensure sustainable development of the country, the model provides for the interconnected, integrated development of all its elements based on the following criteria: (a) maximizing the growth of social and economic efficiency while preventing the deterioration of the natural environment; (b) rational consumption of goods and services in accordance with scientifically substantiated standards; (c) compliance with restrictions on resources of all types; and (d) utmost conservation of ecosystems in the process of nature management based on balances turnover of resources.
Agricultural production acquires zonal (territorial) specialization. Its intensity is linked to the preservation of soil fertility and reduction of the negative impact on the ecosystem. New advanced technologies are widely used (precision agriculture, use of the achievements of genetic engineering, robot-assisted automation of manufacturing processes, application of biologically safe fertilizers and pesticides). Technologies are being developed for the widespread use of microorganisms, including for the rehabilitation of disturbed land. Most agricultural land pertain to state ownership. However, in some areas of Belarus a part of agricultural land area is transferred to private ownership. In those areas, family farming system has been restored. Family livestock breeding farms are developing new types of animal husbandry. Organic farming and food production are becoming more widespread with the consideration of environmental component. The range of products of "healthy diet" products is expanding.
The strategic goal of sustainable development of the Republic of Belarus is to ensure high living standards of the population and conditions for harmonious development of the individual on the basis of the transition to a highly efficient knowledge-based and innovative economy, while preserving a favorable environment for future generations. The strategic goal envisages two stages of its implementation. The first stage is 2016-2020. The main objective is the transition to a qualitatively balanced growth of the economy based on its structural and institutional transformation, taking into account the principles of "green" economy, priority development of high-tech industries, which will become the basis for increasing the competitiveness of the country and the quality of life of the population. The second stage is 2021-2030. The main objective is to maintain a stable sustainability of development, based on the growth of spiritual and moral values and achievement of high quality of human development, accelerated development of knowledge-intensive industries and services, further development of the "green economy" while preserving natural capital.
The following measures in the field of ecology shall be performed: (a) conservation of the favorable environment providing necessary conditions for life not only present, but also the future generations; (b) maintenance of ecological security; (c) decrease of anthropogenic impact on environment, restoration of the disturbed ecological balance, rational use of all types of natural resources; (d) ecologically safe use of production and consumption wastes; achievement of high ecological standards of life of the population and improvement of ecological situation. Effective mechanisms of ecofriendly transformation of the national economy, contributing to the improvement of environmental protection and rational use of natural resources shall be required with a view of development of environmental education and improvement of management of business entities in order to increase their responsibility for ensuring environmental security, minimizing possible harm to the environment caused by economic activity, stimulation of economic entities to the maximum reduction of waste formation and increase of recycling.
The strategic objective for the development of agriculture in Belarus for the period up to 2030 is to create a globally competitive and ecofriendly production of agricultural commodities, which is essential for maintaining the achieved level of food security, ensuring a wholesome diet and a healthy way of life for the population while maintaining soil fertility.
The strategic objective of forest development is to enhance the resource potential of forests and ensure sustainable, cost-effective, environmentally responsible and socially oriented forest management based on the principles of equity, comprehensiveness, sustainability and sustainability for living and future generations. In order to achieve this objective, the following measures shall be adopted: (a) ensuring the reproduction of forests, increasing their productivity and quality, improving the protection and conservation of forests; (b) preserving and strengthening the environment-forming, protective and other functions of forests; (c) meeting the needs of the economy and the population of the country in timber and other forest resources; (d) rational use of forest land; and (e) increasing the economic independence and profitability of forestry, the development of services in the industry.
