Abstract
The scope of Concept for the development of hunting in the Republic of Belarus is to ensure sustainable development of hunting sector by formation and implementation of the main directions of state policy in this field. The provisions of this Concept are the basis for the formation of the State program for the development of hunting for 2016–2020, and also subsequent targeted programs for the development of hunting and improving legislation in the field of hunting management.
The capacity of the hunting grounds of the Republic of Belarus allows increasing number of native species (elk, deer, roe deer, brown hare, white hare, capercaillie, black grouse, gray partridge), which will further increase their production. It is expected to test the introduction of new species for the conditions of the Republic of Belarus – mouflon – and the species whose representatives previously inhabited the territory Belarus - European fallow deer, which will diversify the hunting fauna and increase the productivity of hunting grounds will satisfy the demand of hunters.
The goal of developing the hunting industry is to create conditions for maximum satisfaction of citizens' needs for hunting, hunting products and hunting-related recreation, development of foreign hunting tourism based on preserving the natural production of hunting grounds and increasing their biological diversity by promoting maximum environmental reasonable productivity of game animal populations and increase efficiency of hunting activities.
In order to achieve the aforesaid goal, it is necessary to solve the following problems: (a) to ensure an increase in the number of game animals, primarily ungulates (elk, deer, roe deer and others), to an optimal level and their environmentally sustainable use by preventing harm to the life and health of these animals from the harmful effects of anthropogenic factors, diseases, emergencies, unfavorable environmental conditions and hunting organization; (b) to improve legislation in the field of hunting and hunting management on the basis of transparency and accessibility of the content of legal norms; (c) to develop effective forms of monitoring the state of hunting resources, including those in use, using advanced technologies; (d) to create favorable conditions for the implementation of investment projects in the field of hunting; (e) to provide citizens of the Republic of Belarus with access to hunting; (f) to increase the level of hunting culture, including creating comfortable conditions for hunters to relax in each hunting area; (g) to increase the interest of hunters in the proper implementation of the protection of game animal resources, as well as in the high-quality implementation of biotechnical activities by assigning specific areas of hunting grounds to them; and (h) to increase the efficiency of using wildlife products by carrying out measures to organize their purchase from hunters and ensuring the possibility of processing and sale thereof through the retail chain.
Participants in the implementation of this Concept are national government bodies, taking into account their competence, organizations subordinated thereto, local executive and administrative bodies, legal entities, natural persons, individual entrepreneurs, citizens, public and government associations.
