Resolution No. 108 of the Ministry of Agriculture and Food validating Veterinary and Sanitary Rules for emergency slaughter of cattle in agricultural organizations.

These Veterinary and Sanitary Rules establish mandatory requirements for emergency slaughter of cattle in agricultural organizations and do not apply to facilities where activities are carried out to obtain, process (treat) unprocessed food (edible) raw materials of animal origin included in the register of production facilities for the production of foodstuffs subject to state registration. Agricultural organizations shall be intended legal entities, including peasant (farm) households, their separate divisions, whose main and (or) secondary type of economic activity is the raising of farm animals. Slaughter products obtained from emergency slaughter of cattle are subject to mandatory post-mortem veterinary and sanitary examination in accordance with the requirements of the Veterinary and Sanitary Rules for the inspection of slaughter animals and veterinary and sanitary examination of meat and meat products. Agricultural organizations shall equip specially designated areas (premises) for emergency slaughter of cattle that meet the minimum requirements for their operation, excluding mechanical surface contamination and microbial contamination of meat. In this case, the following must be ensured: (a) conditions for conducting veterinary pre-slaughter inspection, hanging the carcass for veterinary and sanitary examination and cutting; (b) availability of refrigeration equipment for storing meat and meat products; (c) availability of equipment designed for the sanitization of shoes and hands, inventory, with cold and hot water supply in specially designated places; and (d) availability of equipped places for storing slaughterhouse waste and raw hides.
