Abstract
The customer-coordinator of the State Program is the Ministry of Agriculture and Food. The customers of the State Program are the Ministry of Agriculture and Food, the Administrative Department of the President of the Republic of Belarus, the National State and Public Association “Belarusian Society of Hunters and Fishermen”, regional executive committees, and district executive committees.
The goals of the State Program are the stable supply of high-quality fish and fish products to the population of the Republic, as well as their export. An important state task is to further improve the efficiency of the industry based on the widespread introduction of the latest scientific developments and innovations in all areas of fisheries activities, improving selection and breeding work, using intensive technologies, and implementing ecologically safe anti-epizootic measures to protect fishes.
The main target indicators are to achieve in 2015 production volumes of commercial fish up to 33.2 thousand tons (including recreational fishing), and volumes of freshwater fish processing by fishfarming organizations up to 4.3 thousand tons per year.
In order to achieve the main indicators, the following activities must be carried out: (a) carrying out work to maintain the pond fund in working order conditions; (b) carrying out technical re-equipment of fishfarming organizations; (c) purchase of compound feed for pond fish and valuable fish species; (d) implementation of treatment and preventive measures; (e) purchase of mineral fertilizers and liming of ponds; (f) conducting and improving selection and breeding work; (g) introduction and expansion of polyculture of additional fish species, including herbivorous fish, for optimal use of the food supply; (h) implementation of safe anti-epizootic measures to protect fish; (i) creation, on the basis of advanced scientific developments and innovations, of new and development of existing fish farming complexes for growing promising fishfarming objects; (j) acquisition of producers and fish seed material for the formation, replenishment and maintenance of valuable breeding stocks and highly productive fish species (including imported ones) and compensation for the costs of their maintenance; (k) installation of specialized lines for the production of domestic fish feed for salmon, sturgeon, catfish and other fish species; (l) creation of conditions for the reproduction of fish resources; (m) stocking fishing grounds with fish of different ages in the amount of 198.2 million pieces and restoration of natural spawning grounds; (n) conducting marketing and logistics research of the domestic and foreign markets for fish and fish products; (o) improving the system of industry scientific research in the field of fish farming and fishing and training of professional personnel; (p) development of fishfarming and recreational fishing; and (q) expanding cooperation with other states on issues of fisheries activities on a mutually beneficial basis.
