Abstract
The state customers of the Program shall be the Belarusian National Union of Consumer Societies, the Belarusian State Food Industry Concern "Belgospischeprom", regional executive committees, and the customer-coordinator shall be the Ministry of Agriculture and Food.
The main objectives of this Program are to meet the food needs of the population, maintain food security of the state, increase income, ensure employment and improve the social and economic conditions of the population.
The scope of the Program focuses on: (a) increasing the efficiency of land use pertaining to smallholders; (b) creation of conditions for the development of production, improvement of quality and increase in the marketability of agricultural commodities produced by the population; (c) improvement of production and processing in order to meet the population's needs for commodities, works and services in the production of agricultural commodities, in particular piglets, young poultry, and mixed feed for livestock and poultry; (d) organization of purchases and sales of surplus agricultural commodities produced by the population, in particular potatoes, vegetables, fruits and berries, milk, as well as young cattle from households; and (e) financial support of smallholders producing agricultural commodities.
Surplus agricultural products are sold by the population voluntarily and at their own discretion: (a) procurement organizations of consumer cooperatives; (b) organizations in the food and processing industries; (c) trade organizations and individual entrepreneurs who have the right to perform wholesale and retail trade in agricultural commodities; (d) agricultural organizations performing wholesale and retail trade in agricultural commodities; and (e) at fairs (exhibitions) organized at various levels by the relevant executive and administrative bodies, trade organizations, and individual entrepreneurs.
