Abstract
The State Program was elaborated in order to implement state policy in the field of prevention and response to emergency situations, civil defense and fire safety. An analysis of the factors that create a risk to national security indicates the need to maintain the forces and resources of emergency agencies and units in constant readiness to prevent and respond to emergency situations.
In the Republic of Belarus, hundreds of settlements are surrounded by forests and swampy areas, evacuation from which in case of large forest fires and floods is possible only with the use of helicopters. The listed factors are sources of increased danger of emergency situations, and aviation is often the only effective means of combating them. One of the objectives of the State Program is maintenance the most requested types of aircraft, including helicopters, used for emergency intervention, in technically sound conditions.
