Abstract
The objectives of this National Program are to increase the economic efficiency of the dairy industry based on the production of competitive products, and to provide the processing industry with raw materials, stable supply of the population with high-quality dairy products based on the introduction of intensive energy and resource-saving production technologies, increase in export deliveries of dairy products, creation of optimal conditions for the development of milk processing organizations, formation of a flexible structure of production and marketing of dairy products, increase in the economic efficiency of dairy cattle breeding based on increased milk production, concentration of the dairy herd in agricultural and other organizations (their branches) with a main herd of 800 or more cows and achievement of annual milk productivity on average in the country of not less than 6,300 kilograms of milk per cow.
It is planned to increase production capacity for dry milk and whole milk products for baby food. It is envisaged to increase the production of butter and dry milk (fat and skim), which can be sold to foreign countries, taking into account their long shelf life and the world market situation.
Improving the quality of milk and dairy products should be ensured by a system of measures covering all stages of the food chain, starting from the production of feed, raw milk, finished dairy products and ending with the storage, transportation, sale or delivery of dairy products to the final consumer.
The system of measures includes: (a) increasing the biological value and quality of feed; (b) application of international principles and rules in veterinary medicine, ensuring traceability and identification of animals; (c) equipping dairy farms under construction and reconstruction, as well as milk processing plants with modern technological equipment; (d) compliance with hygiene rules in the production of milk and dairy products in accordance with the international standards of the Codex Alimentarius Commission; (e) ensuring the implementation and updating of Hazard Analysis and Critical Control Point (HACCP) systems and food chain traceability in all dairy processing organizations; (f) improvement of the complex of technical regulatory legal acts, establishing requirements for milk, dairy products and methods of their control; (g) introduction of modern methods of control of milk and dairy products, including express methods recognized internationally; (h) improving the competence of personnel involved in the procurement, production and quality control and safety of milk and dairy products; (i) ensuring international recognition of conformity assessment results; (j) improving the quality and safety control and supervision system of milk and dairy products at all stages of the food chain “from field to table”.
