Abstract
The customers of the State Program are the Ministry of Agriculture and Food, the National Academy of Sciences of Belarus, regional executive committees, the Belarusian State Food Industry Concern "Belgospischeprom", the Ministry of Trade and the Belarusian National Union of Consumer Societies. Coordinators of the State Program: in the sections "Potato growing", "Vegetable growing" and "Fruit growing" - Ministry of Agriculture and Food; under the section “Provision of consumer cooperative organizations and trade organizations with storage facilities for fresh fruit and vegetable products and potatoes” – the Ministry of Trade and the Belarusian Republican Union of Consumer Societies.
This State Program has been developed to meet the needs of the country’s population for fresh potatoes and fruit and vegetable products, their processed products, as well as the production of competitive products for export. Currently, the existing potato storage facilities do not fully meet the needs of organizations for potato storage facilities, and also require equipment for ventilation and maintaining a microclimate. At present, there are no organizations in the country whose activities cover the full cycle from production, storage, processing to sale of potatoes and processed products. In order to comprehensively develop potato growing, it is envisaged to create integrated complexes based on large organizations with a potato planting area of at least 250 hectares (or their own raw material zone), including the construction of potato storage facilities, the acquisition of various specialized lines for processing potatoes and producing semi-finished products.
The created complexes will concentrate the main output of starch, dry mashed potatoes, modified starches, various types of frozen potato products and potato chips produced in the republic. Growing potatoes with certain quality indicators for the production of a specific type of product will allow us to produce products that are competitive in price.
The goal is to increase the efficiency of the potato growing industry, meet the needs of the Republic of Belarus for high-quality potatoes for food, seed purposes and industrial processing, and increase export supplies.
The objectives of potato growing development are: (a) to fully meet the needs of the Republic of Belarus for high-quality potatoes and processed products, and to increase the efficiency and competitiveness of the potato growing industry; (b) ensuring the area for planting potatoes per organization included in this State Program is not less than 150 hectares; (c) strengthening the material and technical base of potato growing and processing organizations through technical equipment with modern agricultural machinery and equipment, which will ensure a reduction in labor costs in growing and processing potatoes by 30–70 percent; (d) construction, reconstruction and modernization of specialized potato storage facilities with the installation of equipment for maintaining the microclimate, post-harvest and pre-sale preparation of potatoes; (e) continuation of the reconstruction and technical re-equipment of potato processing organizations in terms of carrying out work to maintain the technical condition of existing production facilities and the disposal of waste from starch production; (f) creation of a new high-tech production (frozen semi-finished products, sulphated potatoes, modified starch) for the production of competitive and import-substituting products; (g) production of healthy and certified seed material for the entire needs of the country and for export; (h) creation in each region of 2-3 integrated complexes for the production, storage, processing and sale of potatoes and potato products; and (i) organizational and technological support for potato cultivation in agricultural and other organizations with financing in accordance with Appendix 20.
The implementation of measures to develop potato growing will allow by 2015: (a) to stabilize the area of potato planting in agricultural and other organizations at the level of 56 thousand hectares; (b) to concentrate potato production in large-scale organizations, which will account for more than 80 percent of all production in agricultural and other organizations; (c) to plant potatoes annually (starting in 2016) commercial plantings with seeds not inferior to elite ones; (d) to produce potatoes for various purposes by agricultural and other organizations in the amount of 1.7 million tons; (e) to create new high-tech potato processing industries and reduce imports of potato products; (e) to ensure full production (192.7 thousand tons) of technical potato varieties for industrial processing; (f) to create in each region integrated complexes for the production, storage, processing and sale of potatoes and their processed products; and (g) to sell potatoes for export in the amount of at least 1 million tons.
