Resolution No. 221 of the Council of Ministers On administrative procedures.

This Resolution regulates administrative procedures and aims to improve their information and communication support. It establishes and approves the functioning of the “One Window” (single service point) software complex. The Resolution sets out lists of administrative procedures handled through this system, procedures available via the unified electronic services portal, and categories of data that authorities must obtain independently, reducing the burden on citizens.
A major part of the document is devoted to a detailed catalogue of administrative procedures carried out by local authorities for citizens. These procedures cover a wide range of sectors, including: (a) decision-making on permission to divide or change the intended purpose of a land plot provided to a citizen for the construction and (or) maintenance of a residential building; (b) social protection issues; (c) issuance of a permit for the removal or replanting of plant species; (d) registration of pet animals; (e) issuance of a certificate confirming that agricultural commodities being sold were produced by an individual and/or persons who are closely related thereto on a plot of land provided for personal subsidiary farming, gardening, haymaking and grazing of farm animals, horticulture, and summer cottage construction, in the form of a service land plot; (e) licensing on lease of public forest plots procurement of for procurement of non-wood forest products; and (f) licensing of retail trade of liquors.
Finally, the Resolution defines the digitalization aspects of administrative procedures. It specifies which procedures can be submitted electronically through the unified portal, the required methods of identification and authentication (strict or non-strict), and whether decisions or appeals can be received or filed online. It also enumerates the documents and data that authorities must collect autonomously from state information systems (such as population registers, property registries, and social databases), enabling inter-agency data exchange. Overall, the regulation strengthens the “one window” principle, promotes automation and e-government services, and standardizes administrative processes to improve efficiency, transparency, and accessibility for citizens and businesses.
