Abstract
The document outlines national goals for long term water security, sustainable use of water resources, and resilience to climate change. It defines core principles such as ensuring safe drinking water, improving wastewater treatment, protecting ecosystems, and preventing water related emergencies. The Strategy emphasizes integrated water resources management, strengthened scientific and technological capacity, and the harmonization of national policy with international commitments, especially in managing transboundary waterbodies.
The Strategy assesses the current state and future risks related to the national water resources, including surface and groundwater availability, water quality trends, and impacts of climate change such as altered streamflow patterns, droughts, and flooding. It highlights key challenges in sectors like agriculture, hydropower, river navigation, and rural sanitation. The document draws extensively on international best practices from the EU, Israel, Singapore, Australia, Germany, Japan, and others—covering water saving technologies, advanced monitoring systems, flood protection, wastewater reuse, and climate adaptation. Based on this analysis, the Strategy identifies priority measures from upgrading drinking water systems and wastewater facilities to rehabilitating peatlands, improving irrigation infrastructure, and restoring waterbodies.
To implement these objectives, the document includes a comprehensive action plan for 2026–2040. It sets quantitative targets—for example, maintaining 96% access to centralized water supply, raising the share of waterbodies with “good” ecological status, expanding monitoring networks, restoring reservoirs, and enabling safe navigation through regulated river flows. Measures cover technical modernization, scientific research, new hydrological monitoring technologies, flood risk management, environmental rehabilitation, development of recreational water use, and improved governance at local and national levels. The Strategy aims to ensure sustainable economic development, safeguard ecosystems, and enhance the country’s compliance with international environmental standards while strengthening its resilience to future climate driven water challenges.
