Resolution No. 4 of the Ministry of Emergency Situations “On approval of norms and rules for ensuring nuclear and radiation safety”.

The following nuclear materials weighing more than 0 grams are subject to accounting and control in the state system of accounting and control of nuclear materials: (a) plutonium; (b) uranium (depleted, enriched, natural); and (c) thorium. Physical inventory is carried out in order to determine the actual quantity of nuclear materials available in the organization at a given time, and to verify that the available nuclear materials correspond to the records in the material balance accounting documents. The nuclear material accounting log shall be filled in for each type of nuclear material separately. The accounting documents shall include information about the identification number of the accounting unit, applied directly to the surface of the accounting unit or to an attached label. In the absence of an identification number in the original documents for the accounting units, it may be assigned by the operating organization. The operating organization shall exercise continuous control over the presence and movement of nuclear materials in order to promptly identify and prevent their loss or unauthorized use by: (a) using access control means at the locations of nuclear materials; (b) observing the two-person rule during access to the storage and use locations of nuclear materials; (c) conducting a physical inventory; and (d) monitoring measurements of nuclear materials, losses, discrepancies in the data of the sender and recipient of nuclear materials, identifying anomalies in the accounting of nuclear materials and monitoring them.
