Resolution No. 40 of the Ministry of Natural Resources and Environmental Protection “On certain issues of maintaining records of flora species and handling them and submitting information for inclusion in the state register of flora”.

This Resolution establishes that the registration of flora growing within the boundaries of land plots not provided to legal entities or citizens in the manner established by the national legislation, and their management are carried out by local executive and administrative bodies in whose jurisdiction these land plots are, or legal entities specially authorized by them, including organizations that maintain public green areas. The registration of roadside plantings and their management are carried out by the owners of national and local highways, public railways, along which roadside plantings grow, independently or with the involvement of other persons. The accounting of flora objects, with the exception of plant species, procured (purchased) in the course of implementing the special use of flora species, and their handling, is carried out through planned work on the accounting of flora species and their handling on the basis of urban planning, land management, forest management documentation, documents certifying the right to a land plot, and other documents, as well as the results of the examination of flora species in relation to which the accounting is carried out. Planned work is carried out within a year from the date of the emergence of rights to the land plot and then at least once every 5 years.
