Abstract
The State Program was developed taking into account the goal of socio-economic development of the Republic of Belarus for the period up to 2025 to create a comfortable and safe living environment and is aimed at further development of housing and communal services, the sphere of consumer services, increasing the availability of energy and gas supply in populated areas and gardening associations.
The development of the State Program is due to the need to solve problematic issues, to take comprehensive and systemic measures in the housing and communal services and consumer services sector and ensuring the availability and sustainable use of water and sanitation for all, ensuring universal access to affordable, reliable and modern energy, and transitioning to sustainable consumption and production patterns. Its implementation will ensure: (a) reduction of costs for providing housing and communal services to the population (under comparable conditions) annually not less than 5 percent compared to the previous year; (b) drinking water supply to 100 percent of consumers by 2025; (c) annual repairs and (or) reconstruction of 2 percent of the adjacent territories of multi-apartment residential buildings; (d) reduction of thermal energy losses of own production by housing and communal services organizations from 9.8 percent in 2021 to 9 percent in 2025; (e) annual commissioning after major repairs of at least 3 percent of the total area of residential buildings operated by housing and communal services organizations; and (f) use in 2025 of at least 64 percent of solid domestic waste from the volume of their generation and more.
It establishes methodology for assessing the effectiveness of the implementation of state programs.
