Abstract
These Veterinary and Sanitary Rules establish mandatory requirements for compliance by legal entities and individuals, including individual entrepreneurs, regarding the safety of work and services related to the maintenance, raising, breeding, movement, trade, slaughter of animals, disposal, burial, destruction of animal carcasses, production, procurement, storage, processing and movement of products of animal origin aimed at the prevention, diagnosis and elimination of anthrax in animals. In areas unfavorable in terms of morbidity in relation to anthrax and at risk of spreading thereof, district and city veterinary stations: (a) register soil foci of the contagious animal disease (anthrax) in a special journal, which is permanently kept in the district and city veterinary station. Along with the journal, they must keep copies of maps of the territory of areas at risk of spreading of anthrax, indicating the location and boundaries of soil foci of the contagious animal disease (anthrax). Soil foci of contagious animal disease (anthrax) must be limited by ditches (along the entire perimeter), fenced in to prevent accidental access by people and animals, and marked with signs reading "Anthrax. Digging prohibited" indicating the person responsible for the operation of the anthrax foci and a contact telephone number; and (b) monitor the performance of work on fencing and maintaining animal burial grounds, individual old animal burials and biothermal pits, and disinfection of soil in places with reliably established boundaries for the burial of carcasses of animals that died from anthrax. In areas unfavorable in terms of morbidity in relation to anthrax and at risk of spreading thereof: (a) in the event of forced slaughter, the trade of meat and other animal products for human consumption and for animal feeding without laboratory research (testing) is prohibited; (b) mandatory approval from the chief state veterinarian of the district, city - the chief state veterinary inspector of the district, city or his deputy is required for the implementation of agro-reclamation, construction and other works related to the excavation and movement of soil. In areas at risk of anthrax, it is necessary to carry out scheduled preventive vaccination of all cows, bulls, heifers and heifers of breeding age, and in areas unfavorable for anthrax - all cattle, small cattle and horses.
