Resolution No. 548 of the Council of Ministers “On administrative procedures carried out in relation to business entities.”

The Council of Ministers validates a unified list of administrative procedures carried out in relation to business entities (attached); establishes the form of regulations for the administrative procedure carried out in relation to business entities, according to the Annex. The Ministry of Economy shall carry out the following functions: (a) coordination of activities during administrative procedures, provided for by a unified list of administrative procedures carried out in relation to business entities; and (b) approval of draft regulations for administrative procedures carried out in relation to business entities approved by regulatory authorities.
The Ministry of Agriculture and Food shall be responsible for: (a) issuance of conclusion to confirm the basis for exemption from value added tax of imported seeds for state testing of varieties agricultural plants; (b) issuance of conclusion on the purpose of imported poultry eggs for incubation; (c) issuance of authorization for veterinary drugs and registration thereof; (d) issuance of authorization and registration of animal feedstuffs; and (e) state registration, issuance of authorization for pesticides, fertilizers and nutrients.
The Ministry of Natural Resources and Environmental Protection shall be responsible for: (a) issuance of state environmental audit for design documentation for subsoil management; (b) issuance of state environmental audit for waste management; (c) issuance of state environmental audit for water conservation area and riverside and lakefront area; (d) issuance of state environmental audit for hunting management (including purchase of wild fauna species) and fishery management (including purchase of fish species); (e) issuance of state environmental audit for forest management; (f) issuance of state environmental audit for land-use planning; (g) issuance of special permit for activities related to environmental impact; (h) issuance of certification related to absence of forest-depleting substances in goods; (i) decision-making on allotment of surface waterbodies for potable water supply and issuance of permits for special water management; (j) issuance of authorization for emissions; and (k) wild fauna management, including removal of wild fauna species from natural environment, introduction, reintroduction of wild fauna species to natural environment and cross-breeding of wild fauna species.
The Ministry of Forests shall be responsible for: (a) issuance of permits and certification for forest seeds management; (b) issuance of permits for allotment on lease of forest plots, procurement of non-timber forest resources and secondary forest management; (c) allotment of forest plots for recreational activities; (d) allotment of forest plots for timber extraction; (e) issuance of timbe extraction authorization; and (f) decision-making of allotment of public forest plots for scientific research.
