Abstract
The State Program is aimed at creating a favorable business environment for the development of entrepreneurship, stimulating initiative and enterprise of citizens. It envisages sustainable dynamics of high-quality development of small and medium-sized businesses, improvement of its sectoral and territorial structures, strengthening the technical, technological and human resources potential of its subjects, the entry of Belarusian small and medium-sized businesses into foreign markets.
The priorities of the State Program are: (a) stimulating business initiatives of citizens; (b) improving the business environment to increase entrepreneurial activity; and (c) stimulation of small and medium-sized businesses to the creation of highly productive, export-oriented and innovative organizations.
The goal of the State Program is to create a favorable environment for the development of small and medium-sized businesses, taking into account their needs. The tasks of the State Program define the composition and chronology of the implementation of measures formed by areas, as well as obtaining reporting data with the lowest possible costs. use of objective sources of information; information on the consolidated target indicators characterizing the goal of the State Program, the target indicators characterizing its objectives, and their values in accordance with Appendix 1.
The consolidated target and target indicators of the State Program are formed on the basis of the following principles: (a) maximum information content with a minimum number of indicators; (b) the consistency of the methodology for calculating the values of indicators throughout the entire period of implementation of the State Program; (c) regularity of reporting data generation (once a year); (d) application of generally accepted definitions, calculation methods and units of measurements; (e) use of objective sources of information; and (f) obtaining reporting data with the lowest possible costs.
To achieve this goal, the following solutions are envisaged tasks: (a) strengthening the institutional framework; (b) simplification of regulatory conditions and administration of business processes; (c) strengthening the potential of small and medium-sized businesses; and (d) stimulating business initiative, teaching entrepreneurship skills and popularizing entrepreneurial activity.
The document establishes the sources of financing of the State Program and determines the methodology of assessment of the program performance.
