Abstract
National Strategy on management of solid waste and recyclable materials in the Republic of Belarus until 2035 is a multisectoral policy document, which establishes a system of goals, objectives, principles, priorities and areas of action to be implemented in the regulatory framework of legal acts, acts of local self-government bodies, state and sectoral programs, regional programs, investment projects aimed at creating and ensuring environmentally safe and economically efficient handling of solid municipal waste and secondary recyclable contained in solid municipal waste.
The goal of the National Strategy is to define the main directions of minimizing the harmful impact of solid waste on human health, the environment and the rational use of natural resources by preventing waste generation and maximizing possible extraction of components contained in waste (organic, scrap metal, paper and cardboard, glass, polymers, textiles, worn-out tires and other), their involvement in the economic turnover as additional sources of raw materials, semi-finished products and other commodities or products for manufacturing of commodities (products), performance of work and services with the introduction of modern collection technologies, composting of biological waste and energy use of solid waste in the form of RDF fuel, thermal and electrical energy.
The directions of implementation of the National Strategy are based on the following fundamental principles: (a) sustainable waste management - ensuring proper control over all waste operations with a view of reduction of environmental damage associated with the disposal of waste in in the short, medium and long term; (b) polluter pays principle” - the person responsible for the pollution must bear the cost of waste management, approved by government authorities to ensure an acceptable state of the environment; (c) openness and transparency - gradual sustainable implementation of open tenders for services, transparent evaluation of submitted tenders; (d) hierarchy of waste management and recycling technologies; (e) introduction of the best available and efficient technologies; and (f) proximity of recycled facilities to the source of waste generation. Key instrument for the improvement of waste management shall be waste accounting and registration.
