Abstract
These Veterinary and Sanitary Rules establish mandatory requirements for the safety of work and services related to the maintenance, raising and breeding of animals during the prevention, diagnosis and elimination of rabies. In order to prevent rabies, legal entities and individuals, including individual entrepreneurs, are obliged to: (a) ensure the receipt of veterinary documents; (b) deliver at least once a year their dogs, cats and other carnivores to organizations that carry out the prevention, diagnosis and treatment of animal diseases in accordance with the procedure established by law, for examination and prophylactic vaccination with an anti-rabies vaccine; (c) prevent the presence of guard dogs that are not vaccinated against rabies on livestock facilities or other facilities where dogs are used for security, and prevent such dogs from accessing herds of farm animals; (d) take measures to prevent contact between wild animals and farm and domestic animals, with the exception of hunting and guard dogs vaccinated against rabies; (e) ensure fencing of farms, feedlots, summer camps, grazing under the protection of dogs; (f) immediately report to the district, city (cities of regional and district subordination), district in the city veterinary station, in the territory of which the settlement is located, about the disease, death, suspicion of disease of animals with rabies and cases of bites of farm and domestic animals by dogs, cats or other carnivores, including wild predators, take the necessary measures to reliably isolate animals suspected of having rabies or bitten animals; (g) remove dogs, cats and other carnivores from apartments and other isolated premises and territories to common areas, provided that they are vaccinated against rabies; and (h) transport dogs, cats and other carnivorous animals by all types of public transport, subject to the rules in force for the given type of transport, with the obligatory presence of a veterinary document and (or) another document with a note from a veterinary specialist on vaccination against rabies. During transportation, conditions must be ensured for the safety of citizens from being bitten or slobbered.
