Abstract
The Program for the Development of Selection and Seed Production of Grain, Leguminous, Industrial and Forage Crops in 2008–2013 was developed in connection with the need to provide the country with such basic agricultural crops as grain, potatoes, sugar beets, and rapeseed, and to create a solid forage base for livestock farming as the most important indicators of the country's food security and the basis for economic growth. At the same time, the cheapest and most effective way to develop the crop production sector is the creation and introduction of highly productive varieties of agricultural crops into production.
The main goals and objectives of the Program are to ensure: (a) a significant increase in the efficiency of breeding work on grain crops, grain legumes, cereals, fodder crops, and sugar beets; (b) expansion of the variety of main agricultural crops by introducing new high-yielding varieties with increased resistance to lodging, diseases and pests; (c) state variety testing at a modern level, for which it is necessary to improve the variety testing network in relation to various soil- climatic zones of the country, creating, if necessary, new variety testing stations; (d) the full need of agricultural organizations for seeds of highly productive varieties, the preservation of the morphobiological characteristics of varieties during the reproduction process, biological purity (absence of impurities of other varieties and species), that is, the preservation of varietal properties inherent in a given variety or hybrid; (e) increasing quality control of seed material of agricultural crops, sown and sold on the territory of the country through the creation of seed certification laboratories; (f) optimization of the number of specialized agricultural organizations to 40, engaged in the cultivation of elite seeds, and increasing the volume of production of elite grain and leguminous crops in them to 52 thousand tons; and (g) increasing the yield of grain, legumes, forage crops, flax and sugar beet due to the potential of varieties by 15–20 percent.
The results of the implementation of the Program activities will be: (a) development and mastering of new selection methods and production technologies of seeds, expansion of the range of varieties; (b) increasing production volumes and quality of elite seeds; (c) comprehensive technical equipment of research institutions and seed farms and the development of highly efficient technologies; (d) organization of modern production facilities for seed processing; (e) ensuring the sale of seeds on the domestic and foreign markets, including the following key activities: tariff and non-tariff incentives for the production and purchase of seeds, providing for budgetary reduction in the cost of original, elite and reproductive seeds; continuous study of market conditions; search for new sales markets; active management, exhibition activities, constant expansion of official variety testing of Belarusian varieties; conclusion and observance of long-term interstate agreements on supply of seeds to the countries of the Commonwealth of Independent States and far abroad.
The Ministry of Finance, the Ministry of Agriculture and Food, the National Bank and regional executive committees must ensure funding for the implementation of the Program’s activities in 2009–2013. With stable annual funding of the Program, the payback period for invested funds will be three years.
