Resolution No. 799 of the Council of Ministers validating the Program for the development of production of oilseeds, oilseed production and fat-and-oil products and protein feed for 2012-2015.

The objectives of this Program are to stably meet the domestic market’s needs for oil and fat products and protein feed and to increase their exports.
To achieve these objectives, it is necessary to solve the following tasks: (a) ensuring production of at least 1 million tons of commercial seeds starting in 2014 of rapeseed, sunflower, flax, soybeans; (b) increasing the efficiency of processing oilseed crops; (c) balancing the capacities for refining, deodorizing and winterizing fats and oils and volumes of production of final products (including exports); (d) maximum provision of the country's needs for vegetable and protein feed; (e) reduction of imports of oil and fat products and increase of their exports, including through new sales markets; (f) technical re-equipment of oil producing and oil processing organizations; and (g) improving the organizational structure of oil production and management oil processing organizations, resource management systems.
The main areas of development of oil-producing organizations are increasing the efficiency of processing oilseeds, introducing equipment for in-depth processing of oilseeds (extraction units) in order to reduce the cost of oil by increasing its extractability, increasing the volume of production of vegetable oil and meal (oilcake) in order to fully satisfy the needs of the republic and reduce their import.
