Abstract
The objectives of the State Program are to ensure protection from natural disasters (floods and high waters) of populated areas, utility lines, production and social infrastructure facilities, and to create favorable conditions for the production of crop and livestock products on protected agricultural arable and meadow lands in the Polesie region. It is necessary to protect 108 settlements with a total of 113 thousand residents (including 18.1 thousand residents in the flood zone) from floods and inundations, 76 thousand hectares of agricultural land, including 7 settlements with a total of 8 thousand residents (in the flood zone) and 7.6 thousand hectares of agricultural land.
The State Program provides for the implementation of the following activities: (a) completion of construction of flood protection facilities carried over to 2011, in accordance with Appendix 1, provided for in the republican program for 2005–2010; and (b) construction of flood protection facilities in accordance with Appendix 2 in the most flood-prone areas of Polesie.
When determining the priority objects of flood protection, will be taken into account: (a) number of flooded and sub-flooded settlements; (b) number of residents living in the flood zone, including in the zone of flooding; (c) areas of flooded agricultural land; (d) duration of flooding of land by flood waters; (e) qualitative characteristics of protected agricultural land; (f) damage caused by floods in flooded and sub-flooded areas; (g) the cost of flood control measures to protect one hectare of territory; (h) cost of flood protection measures per person calculated for residents of flooded areas; (i) implementation of other state programs in the region; (j) instructions of the President of the Republic of Belarus and the Government of the Republic of Belarus; and (k) proposals from local executive and administrative bodies and agricultural organizations, substantiated by business plans.
The economic efficiency of the implementation of the State Program is achieved through the management of the water regime in the most flood-prone areas of Polesie: protection of populated areas from natural disasters (floods and high waters), communications, production and social infrastructure facilities, ensuring an optimal water regime for the growth of agricultural and forest crops during dry periods and during floods and freshets.
