Abstract
The High Contracting Parties will facilitate the establishment and development of direct contacts and cooperation between their administrative-territorial units. Particular attention will be paid to cooperation in the border areas. Ethnic minorities in both countries shall be granted the right to public participation directly and through freely elected representatives at the national and local government levels. The High Contracting Parties will promote the development of direct ties between public and private enterprises. The High Contracting Parties will cooperate in the field of environmental security and rational use of natural resources, seeking to ensure mutual long-term environmental security in order to limit and eliminate pollution, paying special attention to the zone of Braslav Lakes, the basin of the Neman (Nemunas) - Viliya (Neris) and border areas. The High Contracting Parties will cooperate in the field of creation, use and improvement of environmentally friendly production and technology. Each of the High Contracting Parties shall promptly inform the other High Contracting Party about the case of pollution that have occurred or the threat of environmental pollution that may cause transboundary effects.

This Agreement entered into force on 26 April 1996.
Notes
This Agreement is valid for ten years and shall be automatically extended for subsequent five-year periods, unless one of the Parties sends the other Party written notice of its intention to terminate it no later than one year before the date of its expiry.
