Abstract
The Government of Belize Forest Department Strategic Action Plan lays down two organisational goals and nine strategic objectives for the 5-year period from 2019 to 2023. The organizational goals of the Forest Department are as follows: (I) proactive forest stewardship through sustainable forest management, and (II) excellence in the organizational structure.
Sustainable forest management will be achieved by fostering resilient, healthy, functioning forest ecosystems; enhancing economic, social and environmental benefits of forests through sustainable use of forest resources by stakeholders; delivering focused programmatic strategies with measurable and impactful results; and maintaining no net loss in forest cover in protected areas.
The organizational structure of the Forest Department will be improved by enhancing collaboration and stakeholders participation for improved efficiency and implementation of the programs of the Forest Department; creating a supportive, cohesive and inclusive work environment, and maintain sustainable forest management expertise through professional development; building the Forest Department as an efficient and effective service delivery organization; harmonizing and strengthening forest policies and legislation; and developing stable, diverse, sustainable financial sources.
National standards and operational standardized guidelines will be developed and adopted for sustainable forest management, including community-based sustainable forest management. Standardized guidelines for monitoring, evaluating, and reporting sustainable forest management practices will be developed, adopted and applied. Public awareness will be promoted on the importance of wildlife, wildlife issues, and the activities of the wildlife program. Licensing procedures and charges will be assessed. The compliance with conditions of license, particularly related to timber exploitation, will be ensured. Revenue collection records and revenue database will be maintained.
