Land Utilization (Monkey River Special Development Area) Regulations, 1991 (S.I. No. 152 of 1991).

In the area declared to be a Special Development Area, the only permitted forms of development are: (a) agriculture; (b) tourism, and; (c) wildlife reserve (reg. 3). The Land Utilization Authority shall draw up Development Plans for the area. Plans require approval by the Minister and shall be inspected by the Ministry of Natural Resources and the Lands and Surveys Office of Punta Gorda (reg. 4).
