Abstract
The Act consists of 75 sections divided into 6 Parts: Preliminary (I); Establishment and functions of Sugar Industry Control Board, the Sugar Cane Production Committee, the Sugar Industry Research and Development Institute, the Sugar Cane Quality Control Authority and the Belize Sugar Cane Farmers Association (II); Imports and Exports (III); Provisions relating to manufactures generally and to manufactures' quotas (IV); Establishment and purposes of the Sugar (Industry Development) Fund and the Sugar (Labour Welfare) Fund (V); Legal and general (VI). The Sugar Industry Control Board is established as a body corporate under section 3. Its members shall be appointed by the Minister in accordance with section 5. Its functions are outlined in section 6. The Sugar Cane Production Committee, established under section 15, shall bear overall responsibility for all aspects of sugar cane production, harvesting and delivery (sect. 17). Sugar cane producers shall register in the Cane Farmers Register pursuant to section 18. Section 19 requires manufacturers of sugar to deal only with registered cane farmers. Functions of the Sugar Industry Research and Development Institute are outlined in section 25. The Sugar Cane Quality Control Authority, established under section 28, shall operate under the general control of the Board. The Belize Sugar Cane Farmers Association, established under section 32 as a body corporate and "autonomous entity" shall be managed by a management committee and shall develop a territorial organization in accordance with sections 33 to 41. Section 58 provides for manufacturers' licences, whereas sections 61 to 64 provide for a quota system for manufacturers and related matters. Regulation making powers of the Board are outlined in section 73.

An Act to make new and better provision for the administration and control of the sugar industry in Belize; to provide for the organisational structure of the sugar industry through the establishment of the Sugar Industry Control Board, the Sugar Cane Production Committee, the Sugar Industry Research and Development Institute, the Sugar Cane Quality Control Authority and the Belize Sugar Cane Farmers Association; to provide for the establishment of the Sugar (Industry Development) Fund and the Sugar (Labour Welfare) Fund; to consolidate the laws regulating the control of the sugar industry; to repeal the Sugar Cane Industry (Control) Act, Chapter 283 of the Substantive Laws of Belize, revised edition 2000, to repeal the Sugar (Special Funds) Act, Chapter 219 of the Substantive Laws of Belize, revised edition 2000; and to provide for matters connected therewith or incidental thereto.
