Abstract
The 2018–2030 Québec Water Strategy's Vision is that in 2030 Québec’s water will be more than ever a source of collective wealth and pride. Informed and committed, the government, its partners, and the public will protect, use, and manage water and aquatic environments in a responsible, integrated, and sustainable manner. The Strategy is planned to be implemented via three successive action plans.
Drawing on the principles and provisions of the Sustainable Development Act, the founding principles of the Water Act (Act to affirm the collective nature of water resources and to promote better governance of water and associated environments), and the three conditions for success (namely the collective nature of water resources, integrated water management at the watershed level, and the reconciliation of water uses), the Water Strategy sets seven principles that will enable the government to assume its water custodian role and mobilize relevant stakeholders. Priority 1 - Ensure public access to quality water; Priority 2 - Protect and restore aquatic environments; Priority 3 - Better prevent and manage water-related risks; Priority 4 - Harness the economic potential of water; Priority 5 - Promote sustainable water use; Priority 6 - Acquire and share the best knowledge on water; Priority 7 - Ensure and strengthen integrated water resources management.
