Animal Health Act (SS 2019, c A-20.01).

The Act is organised in 13 Parts. Part 1 includes preliminary provisions. Part 2 recognizes the opportunity for the Minister to enter in agreement with other ministers, agencies and private subjects for the purpose of performing any duty or carrying out any function. Part 2 also lays down provisions for the appointment of Inspectors and the Chief Veterinary Officer, recognising on the latter specific powers and functions such as power to establish and administer animal health programmes, establish and implement biosecurity measures for general disease control or for specific diseases, and disease control measures for the purpose of protecting animal and public health. For the purposes of this Act, “disease” means any condition, syndrome or group of characteristic symptoms or behaviours that they may cause animal products or animal by‑products derived from a diseased animal to be unsafe or unfit for use or consumption, they are reasonably considered to pose a threat to the health or well‑being of affected animals, other animals or the economic interests of the animal industry; they are reasonably considered to pose a threat to public health or public interest.
Part 3 concerns reporting duties of disease and control of disease measures. Under this Part the Inspector has powers to examine or observe the animal and the animal product, animal by‑product, agricultural input, food, waste material, conveyance or other thing, seize and treat and make any order with respect to the animal, animal product, animal by‑product, agricultural input, food, waste material, conveyance. Part 4 contains a list of orders to facilitate disease control (their application is extended to animal products): Quarantine Orders, Surveillance Zone Orders, Animal Health Control Area Orders, Compliance Orders, and other Orders including the Compensation discipline. In particular Division 6 establishes restrictions on sale of an animal that has been quarantined for a reportable or notifiable disease, an animal that may have been exposed to a disease‑causing agent for a reportable disease or any animal product or animal by‑product from an animal with a reportable disease unless that person is authorized in writing by the chief veterinary officer to do so.
Part 5 is on Inspections and Investigations; Part 6 concerns licenses and fees for selling and distribution of veterinary drugs; Part 7 regulates disclosure of information; Part 8 Records; Part 9 sets the basis and make recommendation for a traceability Systems; Part 10 concerns offences.
